Reduce task switching overhead for inbound web service requests

When web service message security is used to flow user credentials to CICS it results in two pipeline alias transactions. This maybe necessary in cases where authorization is required for the transport identity (e.g RACF user id mapped from client certificate) and the message identity flowed in the SOAP header. However, there should be a way to configure for message security only and have the message identity set for a single pipeline alias transaction.
The current implementation starts transactions CWXN->CPIH->CPIH (with changed userid), the proposal is to find a way to combine the first 2 transactions, so we get 1 transaction (combined CWXN, CPIH) starting the CPIH with the changed userid. This will reduce the task switching overhead.

    CICS TS 5.3 provided functionality to eliminate use of CWXN and so reduce the task switching.
