Enterprise Cobol V5+ - Compile OCCURS 0 TO 1 as OCCURS 0 TO UNBOUNDED

Before Cobol V5, we used "OCCURS 0 TO 1" in LINKAGE SECTION to manage tables whose size was not known at compile time.
We propose that under the control of an option or compilation directive, the declarations "OCCURS 0 TO 1 DEPENDING ON" in LINKAGE SECTION be compiled in Cobol V5 / V6 as declarations "OCCURS 0 TO UNBOUNDED DEPENDING ON".

This solution could also be implemented with "OCCURS 0 TO n" or "OCCURS 1 TO n" declarations by passing "n" as parameter of the option or compilation directive.

Fixing source code for every program can be cost expansive and "hazardous".
A "migrate option" solve problem for all programs without need of developpement team action.

This RFE is being rejected because the correct way is to fix the user source code.
