COBOL 6 compiler options error messages (IGYOS4003-E)

COBOL Compiler options generate message IGYOS4004-E which is listed at the top of the listing. Message "IGYDS0139-W Diagnostic messages were issued during processing of compiler options. These messages are located at the beginning of the listing." Is listed at bottom of the compiler listing, included with the COBOL statement errors. The error level of this message should be the same as the error level of the IGYOS4003 message, Developers know they are looking for an E level message based on RC, this W level message is skipped over so finding the E level message at the top of the listing takes longer.
Alternative, include compiler option error messages with the statement messages at the end of the listing.

    The severity of Message "IGYDS0139" was not intended to match the severity level of other messages that may occur.
    This has been like this since V4. If we change, we might affect other clients. As a result, this RFE is being rejected.
