Enterprise Cobol - Align the behavior of the EXIT instruction with the ISO standard

In the ISO COBOL standard, the EXIT statement should only be used as a single statement in the single sentence of a paragraph or section.
It allows a paragraph or section to be declared without a meaningful statement, usually for the purpose of being used as an exit point in a PERFORM input-label THRU output-label statement.

In the IBM COBOL compiler, the EXIT statement can be used in any construction, and it behaves like a CONTINUE statement: it does not abort current processing at the active structure.

We ask that the IBM COBOL compiler respects the ISO COBOL standard.

    Our current implementation of EXIT allows code matching the COBOL standard; AND allows other possibilities. As a result, we do not intend to further modify it as it will cause older code to fail.
