Secure the integrity of the installed EKMF software by encryption of the disk

Currently an attack vector might be that somebody manipulates the EKMF Java classes on disk and then waits for an operator/admin with sufficient access rights to use the workstation. The attacker might be able to extract key material by just translating key tokens to an own public key and store them on disk. Later on the disk files could be retrieved (evil maid attack) and decrypted.

The only mitigation against this attack is currently a physical boundary (secure room) around the EKMF workstation.

IF EKMF would encrypt it's disk which is a well known feature and secure it with a split password or even two smart cards, a dual control could be established and the physical boundary would not be necessary anymore or could at least be weaker.

Requested for EKMF 9 and 10.
