Add authorized user and concurrent user license counting to HATS

HATS currently keeps track of telnet connections, over time. This may or may not equate to concurrent usage. It certainly doesn't equate to authorized usage. The request is to add to HATS, the ability to track usage on both a concurrent user and authorized user basis.

    We have tried a proof of concept for this RFE. But it seems not feasible.
    Products like HOD & PCOMM are desktop based application by nature and they can easily keep track of licenses using machine's information such as user name, MAC address.

    IBM HATS is a browser based product. A user can access the HATS application through multiple tabs or windows on one or multiple browsers. Since it uses browser as a platform for run-time, it is not possible to keep track of actual licenses consumed based on the authorized user.
