Customize colums in HILM report outputs according to DSGVO

We've got requirement because of DSGVO we are not allowed to show Systemuser Field in generated reports.
So we would need the following extensions:
* Administrators can customize which fields are available for non administrative users that can view statistics in the webui
* Non administrative users can view and create reports only with the administrative provided settings.

All fields provided now still needs to stay in the collected files.
