HACP EE support for Thai codepage.

Due to JAVA applet and webstart will deprecate in JDK9. Customer want to change from HOD to HACP EE. 
But current HACP EE not support Thai codepage. Please consider to add support for Thai code page (838).

    Is there any progress or plans for Thau language support yet?

    Thai language support is planned for a future release. However, we cannot provide a date yet. We need to plan and implement Bidi support for HACP EE and that is currently not in place. We are working on it and will be able to give an estimate after we have the infrastructure in place.
