HOD Thai language support with Windows Thai keyboard layout

Currently HOD client support Thai language only when Windows keyboard layout is English and HOD keyboard is Thai.

So Thai customers got the following problem when using Windows Thai keyboard layout
1. When Windows keyboard is Thai and HOD is English, special characters become Thai word(s).
2. When both Windows and HOD are Thai, Vowels and ToneMarks could not be typed properly. Keycode value coming from the JRE is '0' for special characters like
"-=+[];''.

They requested to add an ability to type Thai characters in HOD client using Windows Thai keyboard layout.
