Do not require ADMIN for Installation Manager and HOD install on z/OS

The installation of HOD 12 requires that the IBM Installation Manager be installed in ADMIN mode. Other products like WAS allow you to use USER or GROUP modes which are more secure. The requirements for ADMIN mode are that the user be defined as UID 0. This is an issue with security due to requiring too much authority. The products could be installed as USER or GROUP because the required authority is provided without being UID 0. This also allows for better audit because the real ID will be associated with the files and directories that are created by the non-UID 0 users. The recommendation for installing WAS is to use GROUP mode not ADMIN. This current implementation also requires us to maintain multiple IBMIM environments. The install of HOD 12 should be changed to NOT require ADMIN on z/OS. On z/OS there are other finer grained security profiles that the USER and GROUP modes use that tallow for the proper auditing but still provide the required authority to install and maintain the software.
