Package Software Analyzer as OCI to use with zCX

We would like to be able to run Software Analyzer inside a container as part of our pipeline. It would likely be inside zCX but in the end it could also be on x86. This will ultimately depend on the build environment our customer uses.

We are versioning all of our source code assets hence there is no strict requirement to run software analyzer directly on z/OS.

Packaging it into a container would be a great container use case, in my opinion.
