Don't know if this request needs a change in RDz or RACF. Anyway, let's try as it is a customer's request.

Per Host Configuration guide, SYS1.CMDLIB dataset must be PROGRAM authorized. The command is:
The command is:
PROGRAM * ADDMEM('SYS1.CMDLIB'//NOPADCHK)
.
If the administrator misses the command or makes a typo, users become revoked each time they try to logon to RDz (RSED). With a look to the JMON log you'll see see something like this:

The customer would like something more meaningful.
For example (just an example)something like this
ICH420I dataset 'SYS1.CMDLIB' CAUSED THE ENVIRONMENT TO BECOME CONTROLLED.
In general, Chapter 10 gives lots of help to define RD4z to RACF, but
RD4z gives only some help (messages) to determine a problem.

    Not being program controlled always generates a RACF message, but it might not be where you're looking for it. Can you please provide more details and if there is a PMR related to this request, provide us the number for it. Thanks.
