To update databases with metadata the databases must be DBR'd to update the Catalog

We discovered that a DBR of our databases are required for every copybook/metadata change made active in the IMS Catalog. Making the databases unavailable to our clients via DBR for every copybook/metadata change is unacceptable.

We need the ability to make copybook/metadata changes active in an IMS Catalog/non-Managed ACB environment, without a DBR of the databases.
