Change IMS DFSAAMPR IPCS log record extract function for unqualified dataset names on the entry panel

While testing the new DFSAAMPR (IPCS dump formatter function) for V11 I got a RACF error due trying to allocate an invalidly named dataset. The name being generated by DFSEGDSR/DFSEWDSN was fully qualified in even though I didn't enclose it in apostrophes on the entry panel.

The problem is that the REXX programs DFSEGDSR and DFSEWDSN aren't handling my TSO prefix
setting correctly. So when it tries to create the output datasets that fails with a RACF error as the names aren't prefixed with my TSO userid (or TSO prefix).

    Thank you for submitting this IMS enhancement request.
    After giving the request a comprehensive review, we have determined that we cannot include it as a candidate in an upcoming release because it is not consistent with the product direction. As a consequence we have, unfortunately, rejected this request.

    We appreciate your input to the IMS development team. We also hope that you will continue to submit ideas for improvements as customer feedback is a key component to shaping the future direction of IMS.
