Time-based batch collect commit frequency

I would like to request an upper limit on the amount of (wall-clock/elapsed) time between commits when using the batch collector.

Current commit frequency options are inadequate to prevent uncommitted UR problems, if a batch job is CPU-delayed, and cannot make progress on filling the internal buffer or processing new records (which are currently my only options).

When delayed, a batch collector may retain open units of work for unacceptable amounts of time resulting in possible DB2 system instability.
