Add a way to capture read access to address 0x000000 in PL/I for AIX (i.e. RTCHECK / -qcheck Option equivalent)

Under AIX reading data from addresses starting at 0x00000000 is possible.(unexpected)
Writing to those addresses is not possible (8094 condition as expected)

Reading from NULL370/Mainframe-NULL380 0xFF000000 is not possible (as expected)
Writing to NULL370 is not possible (as expected)

Thus reading from addresses 0x0 upto stack (above 0x1FFFFFFF) is possible, and retrieves unexpected data.

The xlc compiler for AIX suppports the option -qcheck and z/OS PLI Compiler supports the similar option RTCHECK.

Something similar is needed for PLI for AIX.

    This would indeed be useful
