The PL/I compiler has built-in functions for LOWER and UPPER case conversions, but having SENTENCE and TITLE case built-in functions would be very helpful.
They should also have a provision to preclude a portion of the string that is being converted from being changed, maybe enclosing text that should remain unchanged in double quotes or some other method like /NOCHANGE /ENDNOCHANGE. For example:
TITLECASE('"IBM PL/I" COMPILER VERSION 4.6 COPYRIGHT 2016') would generate 'IBM PL/I Compiler Version 4.6 Copyright 2016'
SENTENCECASE('MARY HAD A LITTLE LAMB AND IT''''s "UGLY"!') would generate 'Mary had a little lamb and it's UGLY!'

For users who need this, they can write their own subroutine to do so. Adding it to the language creates unneeded clutter
There is no need for such functions.
Use lower case and upper case where required in character strings.
Another totally ludicrous request, given that PL/I has supported mixed case for at least three decades. The fact that the submitter cannot be bothered to use mixed case is not a valid reason to add a utter non-feature to the language.
