Prevent validationOrder error in TUI forms.

Modify the EGL text user interface (TUI) editor so this error will not occur when a variable field is deleted: "ValidationOrder properties for the felds in form <formname> are invalid. The orders must begin at 1 and be continuous with no gaps." Suggested changes to the TUI editor include: (1) allow the validationOrder properties to be non-continuous; (2) provide an editor feature to re-order the validationOrder properties automatically; (3) provide an editor feature to remove the validationOrder properties; (4) provide a TUI editor option to ignore the validationOrder properties. At the NYS Assembly we don't use this property, so options 3 and 4 would be equally welcome.

    This improvement is now available in RBD 7.5.1.3, which shipped at the end of June. It will also be included in the next 7.1 fix pack.

    In the next fix pack, we are changing validation to allow gaps in the numbering for validation order. This will apply to UI records and JSF handlers as well as TUI.

    Thank you for this suggestion. We are exploring a more generalized solution, where we would allow gaps in the numbering of the fields for validationOrder, not only for TUIs but also for UI records and JSF.
