Provide the CE3TRNAME in the heap information in dumps

Currently IEHTT_PROG_NAME is not written to the tape at dump time.  This information could be useful in identifying heap obtained by libraries e.g CPP1.  Without this information it is hard to determine what programs obtained heap as these nodes are all reported as obtained by CPP1.  CE3TRNAME is not perfect but it is additional information that is already being recorded.  The debugger also presents this information.  The Heap storage section of the dump provides the "GET PROGRAM" for heap nodes.  The trace name information should similarly be provided with a new label.
