IBM does not expect to implement this requirement in the foreseeable future.
A user exit to suppress the messages based on ID, address etc would not be useful to us. Rather we would like to be more sensitive to excessive wait queues. We have increased our threshold value to 100 due to a few databases that frequently hit the threshold. we would like to lower the value so as not to mask any new issues.
