Console message when IP trace to tape queue threshold is reached

Our IP trace data is written to RTA tape. Our coverage team has noticed
that during RTA tape switch processing, sometimes IP trace data seems
to be missing. This likely the result of RTA tape queue exceeding our
CK2IPTPQ (100) value.

PIU trace logic would write a console message notifying the operator
that PIU trace was quiescing due to max tape queue depth was exceeded.
This logic is in cs06.cpy.

It seems ctt6.cpy should be fitted with similar logic. Not necessarily quiesce trace, but notify operator that IP trace entries were not written.

    Based on priority and effort, IBM does not intend to implement this in the foreseeable future.

    Since the tape queues are now using XWBs, the tape threshold can be set very high. Currently the maximum is 32767.
