z/TPF debugger remote debug information locators FTP feature needs to be able to use active mode

The remote debug information locator feature uses tpf_ftpGet1 to FTP debug information files from an external system to TPF in order to load debug information as it is needed. The debugger code does not specify whether active or passive mode should be used and as a result, tpf_ftpGet1 defaults to using passive mode. As a result, TPF systems or firewalls that limit which ports can be used by the TPF system can cause the FTP of debug information to fail. The remote debug information locaters FTP needs to be enhanced to allow the user/administrator to specify if the FTP should occur using passive or active mode on a per system basis.
