We are in the middle of rolling out zSecure 3.1 (from 2.5) and zOS 3.1. Some of our production jobs running Carla are starting to get RC04 on this message: CKR10403.
Its unclear that this message is pointing out an issue to be resolved or just informational. But in most shops you have to rollout software through the various environments over time. So the message appears to be unavoidable during your rollout.
We are requesting a documentation update to better explain the issue/concern with CKR1403 and how to resolve it (except for the obvious to finish the rollout).

It is common practice to order solution packs that contain a matching set of releases for z/OS and other tightly coupled products, like zSecure. In that scenario this message will not be seen if performing security analysis from the highest release system; zSecure makes sure to support backlevel releases for an extended period.
