Open/Close every output DD specified in HBOPDE batch input

When using HBOPDE in batch (e.g. SHBODEFS(HBOUA2D4) as SYSIN) to process DB2 SMF records, sometimes output datasets are not created if there are no corresponding DB2 SMF records found in input. This causes issues with a nightly batch process that passes VTS datasets from HBOPDE to DSNUTILB to load them directly into IDAA or DB2.

The way HBOPDE currently operates with VTS as output, we cannot reliably process sporadic output without adding a step to force the system to pre-allocate VTS datasets beforehand. This seems like an oversight to me.

Secondarily, if we use disk datasets the RLSE option on the DCB is not honored either, because it is not opened for output. This ends up wasting the entire primary extent as empty space if HSM space management is not set up on the output datasets.
