Need the support ( "CHAR-VARYING=NO") in API requester design

The client's requirement is CICS1 application invoke outbound API to zCEE then zCEE route the request to another CICS2.
The two application in the two CICSs want to use the same REQ/RESP BOOK.
The fields in book are all fixed length, so they don't need character varying handling.
