EQQPIFJX should support delete JCL in JSx for an operation even appl is not completed

To reduce the number of repeatable applications at CP running e.g., every 5 min or perhaps more often, we need an option to DELETE JCL in JSx for a specific operation, even that the whole applications is not completed.

Lets assume we have a simple scenario with two jobs in an application running every 5 min.
First job is started and fail.
SYSOPS team restart the job in step 3
Second job run without failure
WAPL instruction or some similar reset the application to run 5 min later.

This lead to first job is running with the "restart parm".
We want to add a third job using EQQPIFJX with an option to delete JCL in specified operations that are completed EVEN that the whole application is not completed.

This will give us an option to have ONE application only that is "reset" instead of having 12 applications per hour (12x24) pr day.
