Migration assistance for PDS to PDSE

To replace CA PDSMAN many customers will be required to migrate from PDS to PDSE. A panel dialog that will assist them and a batch process for larger migration would assist the end users with this process

Add a feature for clearing line numbers from datasets in ISPF

The idea is add a NUMS CLEAR to the ISPF command set. Basically this would shut NUMS and clear any of the numbers that were already put in place.
