True length of DSECT

There should be a method (perhaps a new parameter) that would cause the "length" attribute of a DSECT to return the actual size of the dummy section, rather than simply returning a value of 1.

Hi, Almost all the SMPE jobs includedw with "IBM Open Enterprise Foundation 1.1.0" , contain text in cols 73 to 80. It'd be great if the text stayed within columns 1-72 so less manual editing was needed. Thanks, Travis
