EQADPFMB should be in CICS Storage

DebugTool user profiles are placed in VSAM file EQADPFMB for CICS. If DebugTool is turned on for CICS, there are many get requests on this file even DebugTool is not used. It's not possible to make EQADPFMB a CICS table.
