Change AD Batch Server to automatically tolerate multiple projects serially or simultaneously

Using AD Batch Server 5.0.4.2, if multiple projects are built or rebuilt (perhaps after a code upgrade) and Batch Server is then started and detects that multiple projects are in in need of being processed, the resulting processing can exceed the heap size of the GraphDB that Batch Server uses. This can cause multiple problems including missing analysis options in Analyze Client.

To work around the issue, it's possible to have Batch Server process only one or a finite number of projects at a time, but this requires manual intervention by the administrator and in-depth attention to each project to verify that it is being processed correctly and completely.

If Batch Server were to be changed to serially process all projects which are in need of Batch Server processing, or if Batch Server were to be changed to automatically manage resources in a way that allowed it to process multiple projects at a time without exhausting resources, this would keep clients from needing to manually intervene when multiple projects have been Made/Built/Rebuilt in a short period of time.

    As per the November 13, 2018 announce for IBM Application Discovery for IBM Z V5.1.0, the Batch server automatically detects the amount of available memory and machine cores and adjusts its task scheduling strategy accordingly.

    Result: the problem described by this item does not occur anymore as tasks are invoked only when there are available resources.
    Consequences: in corner cases like the one described in which a big list of projects needs to be processed, the adaptive scheduling strategy will have as a side effect the possible delay of processing for various tasks. The delay depends on the amount of the available resources and the number of tasks that need to be executed.
