Include WLM/RMF data in APA Report

Measuring batch jobs with APA, we often observe system state "queued". That is the TCB is dispatchable, but not is not getting dispatched.
APA should collect data from WLM/RMF to show WLM service class, capping status during measurement and (RMFIII like) reason for delay: cpu consumers with higher priority, resource group capping.

    Hello,

    We thank you for submitting this RFE. After careful review we have updated the following enhancement for a future Continuous Delivery release:

    -Extracting WLM Service Classes
