Allow cBAC to store a start request in the cBAC control file when CICS is down so that the start command can then execute when the CICS region comes up

We are currently considering converting from DADS to cBAC and are testing cBAC in a CICS test region.  We did find a function that DADS can do but cBAC cannot do.

We have many applications that do a start tran in DADS so that the start command is effective when the region is up or it will be done when the region comes up.  This benefits any application that needs a task to definitely start as soon as the CICS region starts after a recycle.  cBAC does not carryforward a start request when the region is down and brought back up.  We tried doing the start command with the parms NOTACTIVE(CONTINUE) and NOTACTIVE(TERMINATE).  Neither of these carried the start command into the CICS region when it comes back up.  Perhaps we need a different parm such as NOTACTIVE(STARTUP) so that the start request is carried forward through the control file for implementation at CICS region start up.
