KBKM command to accept INITPARM values

Currently a KBKM START command will ignore the CBKCMNDS parameters specified on the SIT INITPARM. This can result in significant negative impact to the use of the product.

    IBM CICS BAC Development currently has no plans on providing this enhancement request. This enhancement would be inconsistent with existing behavior and design of CICS BAC. Optionally customers can review the job log which provides the non-default values and add them to the KBKM START command.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
