Config Manager needs better resource overlay detection

Configuration Manager needs a better mechanism for detecting resource overlays as packages move through the topology. There are instances where if the same resource/resources exist in multiple pacakges that have been migrated into a configuration that it is possible for resource definitions in a 'later' package to overlay resource definitions in an 'earlier' package, and for that overlay to go undetected.

    Discussed this with CICS CM development. Due to the complexity involved in providing such as capability and we have not received such a request from any other CICS CM customer, we are not able to address this requirement. We believe this is something that needs to be addressed by site specific deployment processes.
