Enhance CICS policy to capture all CICS abend task

Currently, CICS policy system rule (rule type = Transaction abend) can only capture UNHANDLED abend task. If application program has EXEC CICS HANDLE ABEND logic to handle abend, the abend will not be treated as an abnormal end of a task and will not be captured by CICS policy even if application program issues an abend code.

E.g., application program issues an abend code S151 for a task and this task will be shown in CPA abend report (if abend code is not blank, the task will be shown in CPA abend report). In application's view, this is an abnormal end of a task,
but this abend task can't be captured by CICS policy or any other method.

    We have assessed this requirement. We have no current plans for this to be implemented and so this requirement is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.

    The application, having handled the abend and done its necessary cleanup, should then reisue the abend.In the applications view, if it is abnormal end of task, then it should reissue the abend to cause abnormal end of task.
