Change monitoring way of elapsed and CPU in policies

Currently, when using policies, calculation of CPU and Elapsed times are done between EXEC CICS commands.

So, if previous EXEC CICS never completes, rules are not triggered if CPU or Elapsed are exceeded.

It should be interesting to monitor these times in a different way because we want to take action (ie : abend) as soon as one of them is exceeded.

    CICS Development: We have no plans to alter the points at which policy rules are evaluated. It may be with investigating if any external monitoring products offer the capability you require.
