make INQUIRE REQID Threadsafe

We are interested in making INQ REQID Threadsafe.

We are trying to cut back on some TCB swaps; I noticed this in the trace;

TCB Swap upon entry exit of INQ REQID; Entry L8; Exit QR; then remains on QR for some time, until next DB2 or MQ request.

    CICS Development: We have assessed this requirement. In order to make this SPI command threadsafe would require significant changes elsewhere in interval control and other places. We have no current plans for this to be implemented and so this requirement is being declined at this point.
