CICS Development: This idea is being rejected because the capability already exists.
The SMF record already contains the local time offset in field SMFMNDTO. This allows DFH$MOLS to provide parameter OPTION LOCAL to convert times to local in the reports that are generated. CICS Performance Analyzer automatically converts times to the local format.
