UTF-8 Support of local PLI and Cobol Compiler Frond Ends

For RDZ Cobol and PLI Tooling the local compiler frontends are used.

In conjunction with RTC SCM repository + local projects - all files are encoded in UTF-8. UTF-8 is not a supported encoding for the local compiler frontends.

When running the rdz preprocessor support to run the pli macro preprocessor it fails when the source contains special characters like german umlaute.

So, local compiler frontends need to support UTF-8 encoding to give the possibility to enable RDz tooling.
