Segmented parsing of national strings in Cobol XMLSS

Currently Unicode or NCR based parsing has limitations regarding segmented XML parsing in COBOL XML PARSE. There is a need to enhance current COBOL XML PARSE functionality in Cobol to manage segmented XML parsing, which supports EBCDIC (e.g. CCSID 1047) but also Unicode (e.g. CCSID 1200, CCSID 1208) and NCR (Numeric Character Representation) at a minimal memory footprint.
