ISO Dynamic Length elementary Items as defined in the ISO 2014 COBOL Standard

Add support for dynamic (variable) length elementary items as defined in the ISO 2014 COBOL Standard. These are similar to (and compatible with) DB2 VARCHAR or PL/I prefixed variable length data items. They also include support for null terminated variable length items (similar to z-literals, but for elementary data items). They are both flexible and highly programmer user-friendly. It is also easy to set either program-specific or site-wide defaults. In addition to providing interoperability support for DB2 and PL/I, they provide additional support for handling files created as null-terminated ascii text files. Finally, as they are defined in the ISO 2014 COBOL standard, they may provide enhanced portability among COBOL implementations.

We would need more interest (ie votes) for this RFE before we could look into implementing this.

Moving RFE to 'uncommitted candidate' while waiting for more votes.
