we can see that Utilization Tracking and Reporting feature is only for XL family of compilers (introduced in XL C V11.1, XL C/C++ V11.1, and XL Fortran V13.1).

    This RFE has been re-evaluated. As part of the new strategic direction for licensing, this enhancement will no longer apply to future COBOL for AIX compiler products. As a result, it is being rejected.
