Thank you for taking time to raise this idea against CICS TG.
CICS TG HA policy is easily testable through config file settings. To make it available through CICS Explorer would need lot of architectural changes. We do not have enough business justification and RFE votes to go ahead with this idea. So this is being declined for now. But we have the idea in system, and we take a periodic look on some of these ideas when deciding for next release features.
