Improve Dataset Scanner to use SMF42 records

Today the dataset scanner uses the catalog search interface to record the encryption status of datasets. By the time we actually run the scanner, there have been many thousands of datasets that no longer reside on disk. In our shop we have many thousands of datasets that are transient and are deleted during the batch cycle, they also contain sensitive data so they are targeted for encryption. During encryption rollout we had to rely more on zBNA for more accurate reporting since it uses SMF42 records. With SMF data we can cover a date range that includes all datasets - perm and transient. This request is being made to ask that the scanner use SMF data as it's source of truth as opposed to the catalog. If possible it would also be helpful is the scanner/dashboard could also include a user option to display the RACF DFP segment / key label associated with each dataset.
