UKO: /ukebase/server.xml improvments

It would be easier to have the same timestamp in each log (joblog, syslog, messages.log, trace.log). Currently our zOS logs are in local time and the GUI logs are in UTC.

Please add a variable to server.xml in /ukobase to set a timezone

Another good thing would be to have an additional variable in the httpEndpoint section for the host url. With the given parameter UKO connects to any possible host. So please add a variable like it already exists for httpsPort or httpPort, for example host="${uko.host}" to have the possibility to give UKO an explicit url.

I know, I can do all of the above for myself at the moment, but after maintenance the parameters will be set to default.
