Support the new PL1 memory layout in generated XML-converter and MPP-template

PLI RFE http://www.ibm.com/developerworks/rfe/execute?use_case=viewRfe&CR_ID=29703 describes an optional new memory layout for PLI fields declared as "char(n) varying".

RDz xsebatch tool has to support this new PLI memory model as soon as it is available in PLI compiler.

This new feature should be an optional feature, i.e. an additional input parameter for xsebatch should be provided to enable/disable this new memory layout.

If this feature is enabled, the generated XML-converter, copy book and MPP-template will change.

    The enhanced PLI memory layout will be available for at least variable and fixed length char fields, i.e. char(n) varying and char(n).

    For these two "types" RDz should support this enhanced memory layout.

    Here an idea how to enable/disable the feature:
    RDz xsebatch should take for each "type" a separate input parameter (ServiceConfiguration.xml) that allows to set an integer to specify a limit: A field smaller than this limit will not be based on this new feature. If the field is equal or longer to this limit it will use the new memory layout.
    A proposol for the name of these parameters: locatedVarCharLimit, locatedCharLimit.
