Create an option for manual control of job late starts for email alerts.

This is useful because we have over 150 batch jobs that will not get a correct LST from the algorithm that runs when we extend the current plan daily.  This would benefit anyone who is having problems with the algorithm or want's a late start email at a specified time.  Maybe create another LATE EMAIL trigger from an optional time on the database for an Operation...eg "Operation not started alert", or anything that would give you manual control of when the Late Email is triggered.
