RDz: Setting .hce defaults before the file is created

We run RDz using a virtual server that all users start their instances of RDz from. When a user creates a new connection the emulator defaults to use unsecure telnet on port 23 and these settings are saved in the workspace .hce file.

We'd like an option to set defaults the .hce file reads before the .hce file is created. We want all newly-created connections to default to use port 1023, with SSL enabled using TLS without the user needing to manually make these changes.
