Make new setting under IDz/RCE preferences for Remote Connection Emulator to be able to run from defined place instead of default AppData folder

During an exploration of new Remote Connection Emulator within iDz 15.0.5 we found that implementation of this solution is based on AppData folder, where if RCE is to be started, binary program of RCE executable (s3270 binary program) is getting located to AppData folder f.e. C:\Users\userid\AppData\Local\Temp\idz-tn3270\Users\userid\.idz_v1505\s3270.

This idea is created to get an additional parameter within IDz/RCE preferences, where we could point any other location for where this binary program s3270 could be executed from.

    This was delivered in IDz 16.0.2 which was release in June 2023.
