Remove procedures IRZB64E and IRZB64D from IRZPWSIO API in a future version

Tododay the procedures IRZB64E and IRZB64D from IRZPWSIO API are called from PLI-code generated through RDz xsebatch. These procedures are used to encode/decode base64Binary data in a SGW-enterprise web service environment.

The next version of PLI compiler will support built-in functions for base64 encoding/decoding. Therefor the procedures from IRZPWSIO will not be used anymore in a future version of RDz xsebatch generator.

As a result the procedures IRZB64E and IRZB64D can be removed in a future version of IRZPWSIO API.
